
Established as a program of the Alcohol & Other Drugs Council
in 1991, the Children’s Safe House is a licensed group foster
home located near the downtown area of Kenosha across the street
from Frank Elementary School. The large, two-story house has
seven bedrooms, a large play area, a living and dining area
and a well-equipped kitchen. A small wing attached to the
house provides a conference/education room, and three offices,
two of which are suitable for counseling. The house is well
equipped with a variety of books and toys and there is a
spacious fenced-in back yard for the children to play in.
Laundry facilities are located in the basement along with
extra storage space for donated clothes. The council
office is about ten (10) blocks away.
The Children’s Safe House provides child care and
family support services designed to assist families
in crises, prevent the abuse and neglect of children,
and increase family stability. Services are available
24 hours a day, 7 days a week. Specific services include;

Family Support Services:
Child care services are provided at the Children’s
Safe House by highly trained professional child care
providers who are sensitive to the needs of children
and families in crisis, especially drug-affected children,
HIV infected children and children from substance abusing
families. The child care staff is trained in child development,
the care of drug exposed children, first-aid including CPR,
seizures, emergency procedures and apnea monitor training,
and other specialized medical equipment needs of the children.
Additional information on communication and listening skills,
sensitivity to parental concerns, confidentiality, parenting
skills, general substance abuse issues, and community resources
is also provided through in-services to all project staff.
Community members, family members and consultants from different
racial, ethnic and religious communities are also utilized
to discuss and teach staff
about various cultures, including food, hygiene and child
care practices. New program staff members as well as volunteers
are required to complete the training program prior to caring
for the children.
Services provided by the Children’s Safe House are
funded by the
Wisconsin Department of Health and Family Services,
Kenosha County Department of Human Services - Division
of Children and Family Services, The Division of Disability
Services, Children’s Service Society of Wisconsin, Private
Donations, and The United Way of Kenosha County.
