The Alcohol & Other Drugs Council offers a variety
of programs and activities based on our "Mission Statement":
Community Prevention Services-
Educational presentation and materials -
these are made to any age group in the community. The council also has
an extensive library of brochures and videos that the community
can access.
Information and referral - This includes questions from parents
as to teen drug and alcohol abuse, questions on available treatment in
the community and referral to specific treatment providers in the
community.
Prevention and Advocacy Services-
Voices for Chidren,
Court Appointed Special Advocate (CASA),
Through this program, highly trained volunteer
advocates are appointed to
children under the age of 12 years who have been abused or neglected.
The volunteer acts as an advocate for what is in the best interest of the
child and reports to the court.
Equine Facilitated Learning Program - This program serves children ages 11 through 16
that are experiencing difficulty in areas of home, school and community; through high-risk negative
behaviors such as AOD abuse, truancy, or delinquency. The Equine Program offers
hands on experiential equine training along with group discussion of the experiences. Horses are large and powerful,
which creates a natural opportunity for some to overcome fear and develop confidence. Accomplishing a task involving
the horse, in spite of those rears, creates confidence and provides wonderful metaphors when dealing with other
intimidating and challenging situations in life. Using metaphors, in discussion or activity, is an effective
technique when working with even the most challenging individuals.
Children and Family Support Services-
Children's Safe House -
A freestanding facility that
facilitates the programs of the Family Support Services. Parents
in need of help can recieve hands-on-training through the
Parent
Training Center, or
educational classes
in Parenting Issues. The
Children's Safehouse also offers childcare services in the following
areas:
Crisis Nursery Program - Provides no cost
planned or emergency respite if a family meets the income guidlines
for up to 30 days per year.
Emergency Foster Care - A program for abused and/or neglected
children.
Parents In Recovery Childcare Program - A no cost childcare
service for parents who are attending to their recovery from drugs
or alcohol.
Supervised Visitation Program - In a collaborative effort
with Children's Service Society of Wisconsin, the Children's Safehouse
facilitates supervised and monitored visitation between
parents and children in the hopes of reunification. The safehouse is
utilized when visitation can not be facilitated in the parent's home.
Supervised Visitation refers to contact between a non-custodial
parent and one or more children in the presence of a third person
responsible for observing and seeking to ensure the safety of those
involved. The guiding principle is to protect the best interest of
the children whose parents have a custody or visitation matter within
the Family Courts. Many times this type of visitation is ordered
after a prolonged absence and when contact with the non-custodial
parent is being reestablished. In supervised visits all conversations
and contact is observed by the third party.
Supervised Exchange - Supervised Exchange is supervision
of the transfer of the child from one parent to the other. The concept
is that the two parents or other individuals exchanging the child
do not come in contact with each other. Once the child is exchanged
there is no supervision of the visit.

Assessment and Referral Services - These services are
in place to insure that families suffering from alcohol and other drug
abuse problems are referred to appropriate treatment providers
and are provided with appropriate support services.
Intoxicated Driver Program (IDP) - The Alcohol
and Other Drugs Council is the designated assessment agency in Kenosha
County. Certified/Registered Counselors provide comprehensive
assessments to clients arrested for operating a motor vehicle
while under the influence. There is a fee for this service.
Underage Violators Program - Provides assessments and
education through the Youth Education Series to individuals
under the age if 21 who have been arrested for underage drinking
offenses. This program offers a positive option to fines the
youth would have to pay. In leiu of the fines imposed the youth
would pay a fee for the assessment.
Community Assessments - Substance abuse assessments provided
to individuals on a voluntary or court ordered basis. There is a
fee for this service.
Living Free Program - In collaboration with the Kenosha Sheriffs
Department the Council offers Parenting classes to female inmates
incarcerated in the Kenosha County Jail.
