What is an Assessment?
An assessment is a procedure designed to examine you and your alcohol and/or other drug use habits.

The assessment involves a personal interview with you by a certified alcohol-and-other drug abuse counselor who has been specially trained for the assessment process.

The counselor may require that you bring a significant other (i.e., spouse, parent, friend) to the assessment interview.

What do I need to do?
Assessments are mandated for every person convicted of operating a vehicle while intoxicated. The law requires that your assessment be completed within 14 days after it has been ordered by the court or within 30 days of a Department of Transportation Order.

In order to meet the 14 day deadline, you must contact the Alcohol & Other Drugs Council of Kenosha County 72 hours after the court order or as soon as possible after a Department of Transportation Order to schedule your assessment.

Payment for the assessment must be made at the time of scheduling the assessment! You will not be given an assessment appointment unless payment has been made.

The assessment itself will take about one hour. Because the assessment will examine your alcohol/drug useage, you are expected not to use alcohol or any other drug (except prescribed medications) for the 24 hours immediately preceeding the assessment.

Please bring verification of any health insurance to the assessment. This will be needed to assess your ability to pay for any recommended treatment.

All information obtained through the assessment is strictly confidential in keeping with federal regulation (42 CFR, Part II). However, assessment findings and your Driver Safety Plan are submitted to the Department of Transportation and the provider of your Drivers Safety Plan after you sign a Release of Information.

What is a Drivers Safety Plan?
A Driver Safety Plan must be developed for each person who is assessed. The plan is designed to help you avoid intoxicated driving in the future.

  • The Driver Safety Plan will be tailored to your individual needs (based on your chemical usage) as determined by the assessment process.
  • The Driver Safety Plan may range from education (Group Dynamics Traffic Safety School) to intensive treatment such as inpatient care. In addition, each person who is assessed is required to attend a Victim Impact Panel.
These costs vary depending on whether your Driver Safety Plan involves education and/or treatment. You are responbsible for all education costs. If your Drivers Safety Plan involves treatment, a determination is made as to your costs based on your insurance and your ability to pay. You must have your insurance information with you at the time of the assessment, or you will not be eligible for an "ability to pay" reduced fee for your Drivers Safety Plan Treatment.

What are the consequences if I do not follow through?

The Department of Transportation will be notified that you are in Non-Compliance. This means that you will lose your driving privileges or continue to not have privileges. A Non-Compliance report will be filed if:

  • You do not notify the Alcohol & Other Drug Council within 72 hours of conviction.
  • Your assessment is not preformed within 14 days (unless it is our fault).
  • You do not pay for your assessment (i.e., you do not have sufficient funds to cover your payment) prior to the assessment appointment.
  • You do not consent to collateral contacts (spouse, parents or significant others).
  • You fail to sign releases of information.
  • You do not satisfactorily complete your Drivers Safety Plan and/or fail to consent to the recommendations of the plan.
In addition to a report of non-compliance, failure to show up for your assessment or any of the above situations will cost you additional money.
